1 constructing the intricate bureaucracy: When Hubbard was alive, he oversaw the church bureaucracy. Directly under him were the Executive Director International, who handled administration, and a Senior Case Supervisor International, who oversaw the tech. Hubbard appointed both officials. To one side of the EDI on the organizational chart was the Watchdog Committee, which consisted of executives in charge of each division of the international orgs.
